MEES retrofit play, 2028 deadline-driven supply

EPC D-G properties — buy before the 2028 deadline

EPC D-G properties facing the 2028 MEES minimum-rating deadline. Sellers exiting early to avoid £6-15k of retrofit. Investors buying with works costed in — post-retrofit yield uplift of 1-2 percentage points and a re-mortgage opportunity at the new EPC C value.

Why EPC D-G properties are a retrofit play

From April 2028, every new tenancy in England and Wales must be in a property rated EPC C or above. From April 2030, the rule extends to all tenancies. Roughly 60% of the UK rental stock currently sits at D or below. Every EPC D-G property is a forced decision for its landlord: retrofit to C (typical cost £6,000-£15,000 per property) or sell. For the investor buying now, the play is straightforward: buy at the EPC D price, execute the retrofit using the EPC certificate's improvement recommendations as your scope of works, then refinance onto the new EPC C value. The net result is typically a 1-2 percentage-point yield uplift and £15-30k of trapped equity released. We rank every sub-C UK listing by retrofit cost and post-retrofit mortgageable value, both estimated from the EPC certificate itself.

    2028 + 2030 deadlines

New tenancies: April 2028. All tenancies: April 2030. Landlords selling in 2026-2027 to avoid retrofit are the most flexible on price.

    Retrofit cost from the EPC

The EPC certificate's "recommended improvements" section gives you the works list and cost range. We extract it into the listing detail.

    Post-retrofit yield uplift

Higher EPC = lower tenant bills = stronger rent. Typical 1-2pp net yield uplift post-retrofit, plus a refinance opportunity at the new value.

    Frequently asked questions

What is the 2028 MEES deadline?

Minimum Energy Efficiency Standards (MEES) currently require a minimum EPC of E for rental property. From April 2028 the floor rises to C for new tenancies (any tenancy starting after that date). From April 2030 the rule extends to all existing tenancies, meaning every let property must be at C or above or registered for a time-limited exemption.

How much does it cost to retrofit a D to a C?

Typical range is £6,000-£15,000 per property. The cheapest fixes are loft insulation (£500-1,500), LED lighting throughout (£500), and cavity-wall insulation (£1,500-3,000) — together these often jump a D to a C. The expensive ones are heating upgrades (air-source heat pump £8-12k installed, or hybrid £4-6k) and solid-wall insulation (£8-15k). The EPC certificate's improvement section ranks them by priority.

Can I just buy it and let it as a D?

Yes, until April 2028 for new tenancies. Existing tenancies remain compliant until April 2030. That gives you a 2-4 year grace window to plan retrofit, time it to a void, and avoid disrupting a paying tenant. The optimal sequence: buy the EPC D, let or continue the existing AST through 2028, retrofit at the next void, refinance at the new EPC C value, repeat.

    What about exemptions?

There are registered exemptions (high-cost cap, third-party consent refused, devaluation) but they are time-limited (typically 5 years) and require evidence the regulator (local authority) will scrutinise. Listed buildings and properties with structural constraints are common exemption candidates. We flag the listings most likely to qualify for one if retrofit is genuinely impractical.

The retrofit play has a hard deadline. 2028.
