UK commercial properties eligible for Class MA / Q / P / PA permitted development. Class E retail and offices, agricultural barns, light industrial workshops, and storage units that can flip to C3 residential under prior approval (no full planning permission needed). We score every property against the Article 4 directions and listed building registers so you only see deals where PD rights actually apply.
Permitted Development (PD) rights let you convert commercial buildings into residential without going through a full planning application - you only need prior approval confirming siting, design, and amenity. Four classes drive most deals: Class MA (Class E commercial - shops, offices, light industrial, gyms - to C3 residential, up to 1,500 m^2), Class Q (agricultural buildings to up to 5 homes), Class P (storage / B8 to residential, up to 500 m^2), and Class PA (light industrial workshops to residential, up to 500 m^2). The fee is ~GBP 96 per dwelling and the council has 8 weeks to decide on prior approval - dramatically cheaper than a full planning route. Catch: 87+ UK councils have issued Article 4 directions revoking specific PD rights in town centres and other sensitive areas. We hard-wire those filters across our 2.1M+ UK property dataset and exclude listed buildings, properties over the floor-area cap, and any conversion where the post-conversion residential yield doesn't actually beat the existing commercial yield.
We pick the best PD class (MA > Q > PA > P) given each property facts, surface the estimated dwelling count, and project residential GDV against build cost. Rural barns get Class Q with rural-discounted GDV; high-street retail gets Class MA with full residential pricing.
Spatial-compute against the digital_land Article 4 directions register (6,293 directions UK-wide) and the Historic England listed-buildings register. Properties inside a PD-blocking direction or with a listed status are auto-excluded so you do not waste time on dead deals.
Converting commercial to residential means losing small-business rates relief (currently 100% for RV under GBP 12k). We capitalise that loss over 10 years and subtract it from the development upside, then add ~GBP 2k/dwelling in post-conversion council tax. The Gold tier still pencils.
Class MA is the most useful one for 2024+ deals: Class E commercial (shops, offices, cafes, light industrial, gyms - anything bundled into the 2020 Use Class E reform) to C3 residential, up to 1,500 m^2 with no dwelling cap. Class Q is agricultural barns to up to 5 homes, max 865 m^2 total floorspace. Class P is storage / distribution (B8) to residential, up to 500 m^2. Class PA is light industrial workshops to residential, up to 500 m^2. Each has its own use-class eligibility, floor-area cap, and prior-approval matters. We pick the best route automatically based on the property's use class and footprint.
Three quick gates: (1) Current use class is commercial - Class E (modern shops/offices/light industrial), B8 (storage), B1c (light industrial), or agricultural. (2) NOT inside an Article 4 direction that revokes the PD class you need - 87+ UK councils have issued these, mostly covering town centres. (3) NOT a listed building (LBC required separately and PD rights typically blocked). Plus a route-specific floor area cap (1,500 m^2 for MA, 865 m^2 for Q, 500 m^2 for P/PA). Our evaluator runs all those checks against every commercial property we track and surfaces the verdict in seconds.
8 weeks statutory - the council either approves, refuses with reasons (typically about flood risk, contamination, noise, transport, or natural light), or stays silent (a no-response after 8 weeks deems the application approved by default). Plan for ~10-12 weeks all-in including pre-app correspondence, fee payment (~GBP 96/dwelling), and building regulations sign-off. Conservation areas add ~6 weeks because the council usually consults heritage officers even when PD rights are intact. Compare with 13-26+ weeks for a full planning application - the time saving is significant.
Two cost layers. Fixed: GBP 96/dwelling prior approval fee + ~GBP 8k legal/survey/building regs sign-off. Variable build cost: budget GBP 150-220/sqft for a quality residential conversion (we default to GBP 180/sqft, matching our wider Strategy Templates). Plus rates-relief loss - capitalised over 10 years - if the building currently enjoys small-business rates relief. A typical 1,500 m^2 Class E shop converts to ~25 1-bed flats at GBP 290k cost per unit (build) - which is why this playbook only highlights deals where the resi yield uplift covers the loss. Our cost model breaks down every line.
